Do I need a physical address to rank locally?
You need a verified Google Business Profile. Service-area businesses can hide their address and still appear in results across the area they serve. What you cannot do is invent a location you do not operate from.
How many neighborhood pages should I have?
Only as many as you can make genuinely useful and specific. Creating dozens of nearly identical pages with only the city or neighborhood name changed adds very little value for visitors. A smaller number of strong service-area pages with useful, location-specific information is a better approach than producing large numbers of thin, repetitive pages.
